John Proctor named to Parkland Board of Managers
Dallas County Commissioner John Wiley Price has appointed contractor John Proctor to serve on the Parkland Health & Hospital System Board of Managers.

Each member of the Commissioners Court appoints two individuals to serve on the Parkland Board. In addition, the Commissioners Court names one member of the board collectively to serve in an “at-large” position. Board members will serve staggered three-year terms, with as near as possible to one-third of the members’ terms expiring each year. Proctor replaces Winfred Parnell, MD, who resigned.

“I welcome Mr. Proctor to the Parkland Board and hope, like me, he finds that serving on the Parkland Board of Managers is both an honor and a privilege,” said Paula Dobbs-Wiggins, MD, chairwoman, Parkland Board of Managers. “I also want to thank Dr. Parnell for his service on the Board of Managers and to the residents of Dallas County.”

Proctor is President and CEO of Coverall Management & Associates, Inc., an environmental and demolition general contractor firm he founded in 2001. He is also the founder of Coverall 2nd Chance Foundation, which trains and hires ex-offenders throughout the Metroplex to work on construction sites. Prior to founding his company, Proctor served as a business consultant on many large-scale building initiatives like Fair Park 1st, 777 PCH in Solana Beach, Daniel Freeman Medical Center in Inglewood California, Texas Live, Dallas County Records and Elections Building, Live! by Loews, and ACE Parking Corp. in both San Diego and Dallas.

An alumnus of Prairie View A&M University and San Diego State University, Proctor serves as Chairman of the Regional Black Contractors Association and is a member of many boards including the Dallas Black Chamber of Commerce, Fair Park First and the Homeward Bound Drug Program.
