Marlin R. Suell, Chief of Police

Marlin R. Suell serves as Chief of the 157-member Dallas County Hospital District Police Department. With more than 29 years of law enforcement experience, Chief Suell came to Parkland in 2018 from the Fort Bend Independent School District Police Department in Sugar Land, Texas where he served as Administrative Lieutenant. Prior to that, he served as Chief of Police for the Maypearl, Texas Police Department.
His decades-long law enforcement career also includes service with the sheriff’s departments in Dallas, Harris and Smith counties. In Houston, he served as Chief Deputy, Law Enforcement Command where he assisted with the leadership and administrative responsibility for the sheriff’s department operations. As an employee of the Dallas County Sheriff’s Department Chief Suell served as Chief Deputy, Office of General Service and the Office of Detention Administration where he directed the care and custody of inmates incarcerated in the Dallas County Jail.
Prior to his tenure in Dallas and Harris counties, Chief Suell worked his way up from deputy, patrol sergeant to operations lieutenant with the Smith County Sheriff’s Department in Tyler, Texas.
Chief Suell received his Master of Business Administration and Bachelor’s Degree in Business Management from LeTourneau University in Longview, Texas. He is a graduate the FBI’s National Leadership/Management Academy Class, and serves as a Drug Enforcement Agency (DEA) Task Force Officer. Chief Suell holds a Master Peace Officer’s Certification from the Texas Commission on Law Enforcement (TCOLE). In addition, he has a basic jail certification and instructor’s certification from TCOLE.

Richard “Rick” D. Roebuck Jr., Captain, Operations

Richard D. Roebuck serves as Captain of the Operations Division. He began his career with the DCHD Police Department in 1994 and has served as second in command for the police department for more than 15 years. Capt. Roebuck manages a 92-member division responsible for the calls for service, and patrol both in vehicles and on foot of Parkland Memorial Hospital, Ron J. Anderson, MD Clinic Building, Outpatient Clinic, Simmons Ambulatory Surgery Center and Parkland’s neighborhood-based health centers located throughout Dallas County.
Capt. Roebuck is a certified crime prevention specialist and serves on the North Texas Joint Terrorism Task Force in collaboration with the FBI. He is one of less than 500 Certified Healthcare Professional Administrators (CHPA) across the country through the International Association of Healthcare Security and Safety. In that capacity he is responsible for conducting hazard, risk and vulnerability assessments for the hospital district.
Capt. Roebuck holds several licenses from the Texas Commission on Law Enforcement Officer Standards and Education including Master Peace Officer, Police Instructor, Firearms Instructor and Mental Health Peace Officer. He earned his Master Degree from the University of Texas at Dallas, and his undergraduate degrees from Midwestern State University and Trinity Valley Community College, respectively.
Capt. Roebuck is also a U.S. Army veteran. During his time in the Army, he served in Operation Desert Shield / Desert Storm. During his service, he received the National Defense Ribbon, Liberation of Kuwait Ribbon and the Southeast Asia Service Ribbon with 3 Bronze Stars.
Capt. Roebuck is a member of the FBI Law Enforcement Executive Development Association, International Police Association, North Texas Police Chief Association, the Texas Police Association, and the International Association for Healthcare Security and Safety where he is the current vice chair.

Kristi R. Tillery, Captain, Administrative Services

Kristi R. Tillery serves as Captain of the Administrative Services Division. She began her career with DCHD Police Department in 1991 as a Public Service Officer. After attending the Police Academy, she became a police officer in 1993 and promoted to Sergeant in 1994. In 1997, she moved to U.S. Army Kwajalein Atoll in the Republic of the Marshall Island, which is home base of the Ronald Reagan Ballistic Missile Test Site and served as a police officer rising to the rank of Corporal.
In 1999, Capt. Tillery returned to the DCHD Police Department as a Police Officer and was again promoted to Sergeant in 2006 and Lieutenant in 2012. In 2013, she became the first female Captain with DCHD Police Department and currently manages a 32-member division responsible for parking, transportation, physical access and identification badges. Capt. Tillery obtained her Master Peace Officer license in 2014. She is a previous recipient of Parkland’s Employee of the Year award.
Capt. Tillery has vast knowledge, training and experience in patient safety, employee security, emergency management, business continuity, workplace violence and maintaining regulatory compliance.
Capt. Tillery is a member of the Texas Police Association, North Texas Police Chiefs Association, Texas Police Chiefs Association, Texas Municipal Police Association, International Association of Women Police and International Association for Healthcare Security and Safety. She also sits on the Board of Directors for the Metro Medical Credit Union.

Willie Jenkins, Captain, Professional Standards

Willie Jenkins serves as Captain of the Professional Standards Division. He began his career with the DCHD Police Department in 1991 as a Public Service Officer. After attending the Dallas County Sheriff’s Department Police Academy in 1994, he was assigned to field services.
From 1983 to 1986, Capt. Jenkins served as a Security Police Officer in the U.S. Air Force stationed at Barksdale Air Force Base in Bossier City, LA. During his tour of duty he was deployed to Cairo, Egypt for two months. Prior to beginning his career with the DCHD Police Department, Capt. Jenkins also worked for Pinkerton and Stanley Smith security companies.
Beginning as a police officer, Capt. Jenkins was promoted up through the ranks to his current position as Captain. In his position, Capt. Jenkins manages a six-member division responsible for the ongoing education and training of police and public service officers. In addition, he oversees property and evidence, lost and found, and fleet (vehicle) control.

Anetta Linson, Captain, Support Services

Anetta Linson serves as Captain of the Support Services Division. She began her law enforcement career in 1996 as a Detention Field Training Officer with the Irving Police Department. While in Irving Capt. Linson attended the Eastfield Police Academy and graduated top of her class. Following her 2001 graduation, Capt. Linson was promoted to Police Officer.
Capt. Linson began her Parkland Health & Hospital System career in 2004 serving in the Health Information Management (medical records) department. In 2005, she transferred to the DCHD Police Department and rose through the ranks. In 2019, she became the second female Captain in the police department’s history. She currently manages a 22-member division responsible for criminal investigations, communications, crime prevention and records management.
Capt. Linson has a certification of degree in Criminal Justice from Mountain View College. She obtained her Master Peace Officer license in 2016. She is a member of the U.S. Law Shield, Dallas CASA (Court Appointed Special Advocates) and the National Association of Boarding Facilities.
